On the morning of the lecture, Neville read an editorial cartoon by 'Interlandia' (almost certainly the cartoonist Frank Interlandi) depicting the pillared facade of City Hall with several bloated, shot politicians, money spilling from their pockets and hands, while one police officer tells another that 'Mayor Davies' [Richard J. Daley] had ordered 'Shoot all looters.' Neville read it as a biting public verdict on corrupt politicians looting the treasury, prompted by that day's news that two candidates in Indiana's presidential primary were each spending over two million dollars to win a four-year, $400,000 job.
