He does not answer the first question because Pilate would never understand it, and he corrects Pilate's misunderstanding of power, which Neville calls the world's misunderstanding of power. The consequence he draws is severe and he does not soften it: the man who is used as the instrument of an act has less guilt than the one who put him to it, and since the giving is from above, the responsibility runs all the way up. At 1798, four days after the pageantry of a state funeral, he applies it to the men being blamed on the radio - if now he sends you to perform an act that is condemned by society, the one who sent you has the greater sin, for it is part of the great play.
