It is the hardest form of his providence: nothing is waste, nothing is outside the design, and the wicked are not an exception to the plan but an instrument dated to a particular day. He pairs it with the assurance that a man may frame a plot contrary to God's purpose and even execute it in the short run, and still not thwart that purpose.
