Job 38:1 taken as description rather than poetry. Neville says the whirlwind is a perfect expression because that is literally how it comes: it comes through the medium of a whirlwind, you hear it and you feel it, and you think it is the most frightening storm any man could encounter. When that arrives, God is about to speak - either you hear the words or the scene begins to unfold, and the vision is more real than the room you are sitting in. What God then says answers none of the arguments: he refuses Job's case and the comforters' case alike and asks instead where Job was when the universe was created, question after question, all of them about creativity, none of which Job can answer.
