Nehemiah 8:8 used as the standard for what reading scripture is for. A synagogue is not a building made with hands but a gathering called by Jehovah, a place of worship and instruction in which the only worship is the reading of the word - no getting down and saying prayers. And the reading must be intelligible: they read from the book, from the law of God, clearly, and they gave the sense, so that the people understood the reading. Neville sets this against the most populous Christian denomination reading in Latin for almost two thousand years, in a tongue no one in the congregation understood, and puts himself in the position of an Englishman in France who could not hear anything read to him in French. Read it in a tongue I know, and read it with the sense, that I may understand it.
