The sentence Neville completes himself, and the shortest account he gives of how anyone came to be here: God laid himself down within you to sleep, and as he slept he dreamed a dream - he is dreaming that he is you. In its first telling the voice breaks off and Neville finishes it: he was dreaming that he's me. How else would I be in this world if he didn't dream? It answers the objection the vision itself stages, when the woman who hears that God walks with them turns, sees an ordinary man with all his frailties and weaknesses, and becomes hysterical at the idea - is Neville God? The answer is not that the man is impressive but that the sleeper is God and the man is the dream. Neville uses it to promise the same to everyone: the voice in the depths of your own soul will tell you the same words, and the hearers will be just as hysterical as they were with him.
