A chronology Neville uses to put law and promise in their places. The promise was made first; the law came 430 years afterwards (Galatians 3:17), or 400 if you count from Genesis, and the discrepancy does not trouble him - the point is only that the law is the later thing and was given because of transgression. So no man is justified before God by law, and no amount of wise use of it qualifies anyone for what was promised. He still tells you to learn it and use it, because it pays to the last iota of a man's transgression and because Psalm 1 attaches its own promise to it (M-delight-in-the-law) - but the real promise preceded it by four centuries and is grace, a gift, unconditional, which is why no one can fail and no one can earn it. The same chronology is used at 1339 and the same conclusion is drawn at 1238.
