The OCR's own title fragment 'The Half Dollar Bill' does not match any known film; the paragraph that follows is unmistakably a Paramount publicity synopsis of 'Lord Jim' (Joseph Conrad novel, dir. Victor Fleming, cast Percy Marmont/Shirley Mason/Noah Beery/Raymond Hatton/Joseph Dowling/Duke Kahanamoku/George Magrill, all matching the real film's actual cast), so I take 'Lord Jim' as the picture actually being announced and 'The Half Dollar Bill' as an OCR misread of the real title or an adjacent, unrelated ad fragment.
