Proteus in mythology served Neptune and could take the form of a fish or of a man as it suited the work he was sent on; Neville says God is a protean being in exactly that sense - able to appear in any form that is his choice, if that form is best suited to the work at hand. The claim is not decorative, because he makes it autobiographical and specific about race: when he addressed the Orientals he was an Oriental, so that they would receive him and hear the word of God; when he addressed the Negro he was the Negro; when he addressed the Caucasians he was a very blond person with blond hair and blue eyes - and he notes drily that his audience cannot conceive of him blond, yet that is what he was to those who saw him. He can assume any mask, he says, in the region beyond the region of dream where he instructs, and others see him in different forms depending on what he is doing. The vocabulary is deliberate: God is Spirit and these are masks, and the word for a mask is persona. Keep distinct from M903 (Blake's line that God only acts and is in existing beings, which is the premise that there is no other actor) and from M715 (the cast and the parts): this one is specifically about the form being fitted to the hearer.
